Preheat oven to 350°F (175°C). Line a 10x15-inch jelly roll pan with parchment and lightly grease.
In a large bowl, beat eggs and sugar for 4–5 minutes until thick and pale. Add vanilla and milk and beat to combine.
In a separate bowl, sift together flour, cocoa powder, baking powder, and salt. Gradually fold the dry ingredients into the egg mixture until just combined.
Spread the batter evenly into the prepared pan and bake for 10–12 minutes, or until the top springs back when gently pressed.
Immediately invert the hot cake onto a clean kitchen towel dusted with powdered sugar. Peel off parchment, then roll the cake up in the towel starting from the short end. Let cool completely while rolled.
For the filling, whip the cold cream with powdered sugar and vanilla until soft peaks form. Gently fold in the crushed cookies.
Unroll the cooled cake and spread with a thick layer of cookies & cream filling. Roll up tightly again, without the towel.
Frost the outside with remaining cookies & cream whipped frosting. For a speckled look, tint a small portion of whipped cream light grey with a tiny bit of black food coloring and flick it on with a clean brush or toothbrush.
Top the roll with chocolate shavings and nestle pastel candy eggs along the centerline.
